A similar problem was dogging some early (CAM) ADSL we tested at Alcatel
back "when" and and it turned out to be RF noise (*microvolt* levels) on
the wallwart power cords. I fixed it in a loaned ADSL modem by adding a
common mode choke on the DC power and return the board internally. Not
our fault, and the customer Telco decided to use adaptive OFDM instead.
