If they aren't familiar with the FCC it might work!!
As soon as possible if the noise returns pay your neighbors a visit with a radio that will display the noise. that way they know the noise just came one when they turn the lights on and it'll make it easier for them to understand. When you refresh their house have the active noise on your radio but turn down very low when they answer the door introduce yourself and turn the noise up just enough so they can hear it and explain that this is what your license radio station is being affected by and you're certain it's coming from the residents. If you make your way into the house take your radio along the lights and see if the offending light has much stronger noise than the rest of them so you only have to change one versus all of them. And I know it sounds ridiculous but it won't be the bulb causing the problem it'll be the ballast.

Just a s a follow up to a noise from a house 1500' away from my yagi pointed
at the house only on 15 meters.  My utility did contact the owners and the
source turned out to be fluorescent strip T8 fixtures located in the garage.
They had been on 24/7 luckily they have not been on since.  I have not
contacted the owner as I didn't want to jinx anything but I will if the
noise returns.  Not sure how to cure the fixtures.
