Somewhere buried in all these is the "administrative process", how the
offender is contacted, follow-ups, et cetera. It's been a little under
three years since I've read it, but it's not as important as starting the
processes that have been put in place to deal with the issues.

Enforcement Bureau. Read the page, see what applies to your issue, form
links for many issues/services:

Interference complaint forms to Land Mobile (aka "business band"), Ham and
Public Broadcast:

Another Ham radio complaint page, parallels the 2nd one above:

A link that gives me an error message, might be OK on your end:

I have filled out some forms in the past, it's been two to three years, I
got a response with follow up questions from an investigator usually in two
to four weeks with more contact if more details needed. Problems stopped, I
never asked for details.

Just checked my files, two automated responses from filling out online forms
for another service, the usual "Thank You for contacting us..." type stuff,
nothing prior to 2015 on this computer, would have to dig through the
archives to find communications with the FCC and investigators prior to
that.
