Turned out to be a wall wart switching p/s that by mistake was used on a Linksys 20 port switch. The p/s that was used was a 3 V 1 A and it should have been a 12 V 1 A. The p/s was hot and when replaced all noise was gone. The switch was after the cable modem and router.
