[RFI] Wholesale installation of free solar panels in MI?

MI has a program where (if you qualify) they will install solar free.  
It's a leased system. I'm not sure of how the payback works.  They get a 
% of the power generated.
I'd guess this means that there will be wide spread solar installations, 
with the possibility of widespread RFI.
Does anyone have any information on these systems and what we can expect?
