[RTTY] 10 min rule

I worked  PS7ZZ at 1144z and L44DX at 1554z.  I sat there for 10 min.
listening and calling CQ for just 2 contacts. It was a waste of valuable
time. I am not a "big gun." but I still don't like the rule.
