As far as I know, rather than the older MULTITERM software
from BMK Multi, there was nothing other than RITTY that
did PACTOR-1.
RITTY removed PACTOR-1 in later releases.
In any event, PACTOR-2 and PACTOR-3 can only be
generated with the horsepower of a PTC-modem.
