following is just an idea
My QRP contest experience is only 2002 ARRL DX CW,
and it was rich in suggestion.
It was sure that QRP QSO is the result of a good propagation
and partners challenge. (high skill,facility, etc.)
The challenger must be rewarded!
for example, a bonus point is given to a QSO partner.
because, also unwillingly QRP often restrains a partner and a rate is down.
This is a good chance, that a log check program functions positively.
