[RTTY] List Admin Changes [WAS: Cheap Fags]

Hi Group,

The list is now restricted to subscribers only.

There have been times where delays in posting to the list has been an
issue. I hope that this will not cause too many new occurances of this
problem. However, preventing spam is always a compromise.

I have been administering the list for several weeks now. There is still
some things to learn with this... However, I am always willing to help when
I am able to do so.
