Not IMHO.

All that clause in the rules says is that you are allowed to submit 
packet spots ("spotting").

It does not say you can go spot yourself.

I do not know of a contest where you are explicitly allowed to solicit 
contacts other than by issuing them on the air; many contests 
explicitly forbid it.

I will never spot myself in a contest.  Ever.  But then, I am not a 
lawyer.
