I used 1963 as my FIRST officially issued (their example was... 599 1983) to
the operator. That was when I became a licensed amateur operator, when I was a
novice. Under No. 5 on the first page of instructions: THE EXCHANGE
Check the first paragraph... I think the key to this is was in the example RST
and four-digit number of the year the amateur radio license was FIRST
