I suspect the contest sponsors believe that someone with much experience
in amateur radio (except for contesting) would make the move to
contesting with little difficulty compared to a new licensee. That
person would have the advantage in knowledge of equipment, antennas,
propagation and operating techniques in general. Makes sense to me, but
I can see both sides of the debate. I applaud CQ for making the effort
even if they can't please everyone.
