Hello Keith,
I have seen similiar behaviour with windows on com ports. It seems as if 
Windows is continously trying to identify new hardware which is attached. For 
that purpose RTS and/or DTR are continously toggled hi/lo. Some modems react 
to these signals with responses on CTS/DSR which (can) signal a presence of 
such a device to the computer.

Try the following:
Start any software which uses the com port and see if the phenomenon goes 
away. If so it's most likely Windows. If not something is seriously wrong.

If it's windows - good luck. I do not use Windows much more anymore so you 
might go and check the Microsoft user support pages for a patch or a setting 
which stops this behaviour.
