[RTTY] 10 has been open today

I was listening to VP9KD, Bermuda, all day on 28345 and could hear a lot of the 
stations working him.  I also had a short QSO on 28085 with K5GMH, mike, and I 
was useing 50 watts.  I can hear/print W8BAR on 10m RTTY right now testing.

So 10m on the hour and 15m on the half sounds like the plan.
