Here in Greece there are similar rules, but there is an
exemption for licensed amateur stations up to out legal
limit (500 W on HF, 100 W on VHF/UHF, 50 W above 1 GHz).
If we need more power for EME or MS or whatever, we have
to submit the dreaded assessment of impact to living
humans.
