[RTTY] RTTY and NCDXF beacons

The beacon issue was discussed here on the reflector in January 2006:

I believe it's beyond the scope of the rules to itemize every net, beacon, etc.
frequency to avoid. It's a matter of personal responsibility to make ones self
aware of such things.
