ARRL band plan means nothing, that's just recommendations, let's say :)
the only authority for us is FCC #97, that's it.

You can do SSB/CW/Data anywhere from 1800 to 2000.

ARRL may tell me dozens of times that RTTY on 80 is 3560...3600, but I
will go down to 3522 and work Japan just because I can legally do that
:)
