When you are answering, the CQ'ing station "owns" the frequency for a 
short time after each CQ - he has every reason to believe that any 
callsign sent in response to his CQ is a station calling him, 
especially if the timing is appropriate. The DE is always implied in 
this case. He does not need to actually see a DE from you.

As far as having it in your CQ or TU macro, it may actually make a 
teeny-tiny difference on a screen somewhere - maybe ;-) So there may 
be an occasional very small payback, but you pay for this with every CQ or TU.

I don't know which programs can utilize the DE. Is WL the only one?
