Agree Joe,

When they first moved the phone subband to 3600, I thought that it would be 
"easily" and quickly be explained that 3650 (or higher) would be a better 
limit, considering all other HF bands having more than 100kcs of CW/RTTY band 
space.  I guess I was naive.  After seeing how things have shaken out in recent 
years, and the dust has settled, IMO, 3.650 mhz would prove to be an excellent 
compromise, as the upper limit for the CW/RTTY subband.

My "fear" of going above 3600 has been strong enough to keep "alert", so far.  
Now if only that same mental alertness would develop for many W/Ks about 
staying above 14.150 when chasing VEs during SSB contests, hihi.

I wonder if it isn't time to ask the FCC to change the rules to allow
narrow band (RTTY and PSK31) digital modes everywhere CW is permitted,
or at least provide an expansion on 80 meters.

The rest of the world already operates above 3600 fairly regularly and
I can see significant issues for international communications.  I think
the Commission had a blind spot for digital modes when it expanded
phone operation all the way down to 3600.  Perhaps 3650 is a better
compromise.  The area between 3625 and 3750 is generally empty most of
the time and moving phone up 50 KHz would not be significant burden on
US licensees.
