There is nothing that needs to be addressed by me. N1MM can handle whatever
the other station sends. It's how the operator clicks on the exchange that
matters...

The rules say you are correct:  RST, CQ Zone, State/Province (the
latter only for K/VE).

If some software can't handle that, that's a different problem and
needs to be addressed by the program's author.
