Per the ARRL Letter dated September 27, 2012
   <http://www.arrl.org/arrlletter%3Fissue%3D2012-09-27>:

Although not formally assigned a prefix by the International
Telecommunication Union, Kosovo will use the Z6 prefix. Currently,
Kosovo does not count toward the ARRL's DXCC Award, as it has not
been assigned a prefix by the ITU (per DXCC rule II.1.a), nor has
it been recognized by the United Nations (per DXCC rule II.1.b).

In other words, unless you are working for WAE awards or CQ Marathon
Z6 counts for nothing and operations using Z6 calls are considered
"pirate" by Serbian authorities who continue to assert sovereignty
over the area.

I have noticed some RTTY spots on the cluster for Z6/S52DD. Like the Z60K
operation in Oct 2012, it does not show up in the cty.dat file because Kosovo
is not a DXCC approved entity. The call probably counts for YU = Serbia or a
new prefix. K3LR's AR Cluster correctly displays Z6/S52DD as a YU
