Dx World has a copy of the Z60K license and also says the ARRL does not
count Z6 for DXCC.

When resolving country and DXCC status, contest and cluster software pull
its data from the CTY files found at:   http://www.country-files.com/cty/.
There are several flavors of CTY files.

The AR-Cluster version 4 code software pulls county data from the ARRL.cty
file.   The latest ARRL.cty file assigns Z6 to Serbia.

The AR-Cluster version 6 software pulls CTY data from the CTY_WT_MOD.DAT
(WinTest) cty file.  The CTY_WT_MOD.DAT cty file has no DXCC assignment for
Z6 which matches the official ARRL position on Z6.

When dealing with  issues like this, its best to  WFWL,  work first worry
later.
