Another approach is to take the region 2 band plan (WS7I suggestion).

The region 2 band plan sets aside band segments for ACDS, Automatic
Controlled Data Stations that are certainly smaller than the current "I can
operate anywhere" approach.

Seems that some (pactor operators) played be that but other did not.
