It's not just the amateur service... there is an NPRM (filing 10-119) to
restructure Part 95 (GMRS/FRS & some others) that was opened in June of
2010, has had no comments filed since September 2013, and is STILL open!

They are not likely to take quick action. Remember ARRL's "regulation
by bandwidth" petition lingered quite a while without action before it
was withdrawn. ARRL have complained in the current "FCC restructuring"
process about the significant delays in action on amateur matters - see
the current ARRL Letter.
