[RTTY] Winlink question

Can the Winlink sysop activate the station?    Example:   a RTTY contester
wonders on what a Winlink operator considers to be "his frequency".     The
Winlink operator starts a 15 minute transfer of dummy data to run him off.
I see that mentality on other channelized frequencies such as the slow scan
TV frequencies .
