Nowadays, FCC calls are portable. They are assigned initially based on the
call area you lived in at the time your license was issued. No one in NY gets
a W6 call, yet a New Yorker who moves to CA retains his or her W2 call.
Because BARTG multipliers are call regions in NA, if your call doesn't match
the call region number where you reside, you must sign as a portable.
