I think you want to use skimmer spots, and I do not think you want to limit
the sources of skimmer spots. For many e.g. VE7CC nodes that means
SET/SKIMMER and SET/NOFILTER. There aren't that many RTTY skimmers, some
only cover a segment of RTTY activity and not all of the activity, and most
cluster nodes will have throttled spots such that only one comes through
every ten minutes - the rest are dropped earlier in processing.
