[RTTY] 30 Meter Band plan Summary

A big thanks to everyone for the constructive comments.   I find it
interesting that the ARRL website suggests RTTY between 130-140.

I will instruct the team to stay above 10142 for RTTY QSO's when we are in
Saint Martin in December.
