Looks like raw 8 bit data packets (one or more silent symbols in between the 
data packets)

The start/stop bits are basically reduced to a "silence" bit or bits.  It 
really is not a binary sequence per se, but ternary (3k symbol, 1k symbol, 
silence symbol).

Even though it saves on frame sync, this is not going to work as well as a 
binary system when there is HF selective fading.
