[SD-User] Russian DX multipliers

Hello ! My question is not very important, as I will send a Cabrillo file, so I 
don't have to
show multipliers. Anyway, it seems that SD doesn't count European Russia and
Asiatic Russia as multipliers; I read the rules, and it seems that they should 
count
as multipliers. Any help ?
