Yes, they both go in the same field, separated by a space.
There is no need to include leading zeros in the serial,
as SD inserts them as appropriate.

For an exchange where the serial received is 001 and the
power is 3 watts, it may be entered as 1 3W.

I've tested this just now, and the Cabrillo .LOG file
appears to be formatted correctly.
