I think I remember a problem like this.  If the PTT line to the 
radio isn't brought all the way to ground - the radio isn't fully 
in transmit.  

I believe I had this problem when using pin 1 to connect to the emitter
of the PTT transistor and fixed it by moving the emitter to ground.
