Bill,
    After trying to figure out what appeared to be a RF problem.  I 
found that if I changed the keyer circuit to an opto-isolated one, my 
problems went away.  I never did find the root cause of the problem, but 
I suspect that the keying transistor was getting turned on due to a 
ground loop.
