I have tested the setup using a monitor radio and the first couple of morse
characters are indeed cut short. So I modified the logcfg.dat file to do a
bare mininum.
MY CALL = NG7Z
CONTEST = IARU
DISPLAY MODE = COLOR
KEYER RADIO ONE OUTPUT PORT = PARALLEL 1
PADDLE PORT = 1
HOUR OFFSET = 7
and it still cuts the beginning of the exchange off. Is there something I'm
missing here?

Were the dits cut off in radio sidetone? It is very likely that it was
just the computer speaker fooling you. The port is sending fine CW.
