Hard to figure exactly what is the problem, you may have
hit the nail on the head when you explain that some stations
overdrive their amps (and put their processors all the way
up...never figure that out, it makes it HARDER to copy them).
Some splatter IS in the passband, and cannot be remvoved.

However, use of the noise blanker will make things worse,
notice that.

There is a chance that you have some blowby for some reason,
but you would need to check with another radio to see if
that is the case.  The OMNI VI is an unlikely rig to make
this sort of problem, but it is not out of the question.
