[TenTec] 238 Tuner settings

The problem is that the dial is not really a turns counter. The dial shaft
drives a string system that ultimately moves a pointer on the linear scale.
The dial itself is graduated, but the amount of pointer movement does not
seem to be consistent with dial rotation throughout the range of the inductor.
