No, it isn't necessarily a QRP rig.  It comes with 10 watts output
(or a little more, not technically QRP) but optional 100 watt 
module is either offered or will be offered in place of the
antenna tuner and internal battery, i.e., it goes inside the
small box if that is what you want - a 100 watt rig.

It would fill a receiver niche at any rate.  The receiver specs
compete quite favorably with the OMNI VI in many respects, and
as a kit offer the potential for personal mods.  Check the webpage
www.elecraft.com for comparisons.  I believe they make a few 
direct comparisons with the OMNI VI and /or the Scout in some
technical aspects.
