Just checked my Omni VI+.  When in TUNE I can control the output from
0.25 watt to just over 100 watts with the PWR control.  When in CW mode
the exact same thing happens, 0.25 to 100.  I don't see the contitions
you describe here.  The FWD position on the OMNI VI+ meter just comes
off the peg at 0.25 watt output.
