Hi Mark - My OMNI 6+ at minimum power delivers about 2 watts. I feed a TT 1208 transverter with it at 5 watts, and pencil-marked the knob setting. It is stable, meaning no variation (change) in output. I measured the output using a Bird wattmeter into the 50 Ohm load. Thought you might be wise to do the same, just to make sure of what your rig's power output is at the minimum (anticlockwise) setting of the RF power knob.
