I suspect that the ARRL would test the equipment anyway as an uninvolved 
3rd party.  They've been doing that for many years, and I for one am 
happy about it since I can evaluate radios from different manufacturers 
and through time.

The equipment that's tested?  Purchased - ARRL then sells it later.
