Very normal.  The Scout has a PTO, not an optical encoder.  It will feel stiff 
compared to a free wheeling optical encoder.

  Yes, judging by my experience with the Scout I owned, this stiff
tuning is normal.  Guess TT didn't want it bouncing around in mobile
service.
