CWType, from DxSoft, is free. It uses a small circuit - two diodes, 
two resistors, one transistor (all available at Radio Shack) - to key 
the rig. Your cable goes from the serial port to the key jack - via 
the circuit. The five components will fit INSIDE the Radio Shack 
serial port plug assembly.
Configuring the software might be a little tricky - but many have had 
success and there is a DxSoft support group on yahoo. You can create 
pre-set strings of code - like your CQ sequence or an initial 
name/QTH/rig/power/antenna/etc. stream
The matching receiving software, CWGet, is not free.
