Since the radio for Scout Camp should be a simple one for scouts to learn, I
would suggest you get the Ten Tec Scout.  Simple, few adjustments, enough
power to have fun but not so much as to cause problems.

Has CW and SSB.   The tuning is ham bands only, but that is probably OK for
this application.
Can be run from 5 watts to 50 watts.   Thus, you can demo QRP when the bands
are in good shape.
