It's an unfortunate reference to the new guys just starting out, those who
often have a US beginner (read that, technician license), quite often
operational only on the vhf and uhf bands. Hence the "Joe HT"
(handitalkie)nickname.
Not the best way to build our diminishing and aging ranks, and I personally
find it offensive and un-necessarily antagonistic.
