Yes, I would say it is and it is residual! It's not necessarily Ten-Tec related, however. The same thing happened to me when I routed a balanced 300 ohm line too close to the clothes washing machine. The machine would not work but began working again sometime after I called Maytag maintenance. I was able to cancel the call and save a service charge. Check your antenna feed line routings and grounds.
