Hi Mark,
I just checked at 9:30 P.M. EST on Friday and couldn't hear it. Try
listening to 3.990 to 4.000 mHz at night and see if it is the same type
signal. I have no idea what it is but it is about S9+20dB. It has been
there at night for a couple of months, as best I remember.
