What I make of it is the FCC is finally answering numerous ham radio
petitions over several past years.

For some time, if you check the rules, there has been a rule that you do not
need to be tested for Morse Code sending, to get a license.

The ITU countries around the world are reducing the requirement for code
testing or mostly abolishing it.  It is after all, only ONE mode of MANY.

The other shoe has dropped finally, at FCC.  If they do not believe you need
to test for Morse sending, then why test for Morse receiving?

You can operate many other modes without Morse, like FM, PSK 31, Amtor,
Pactor, etc.

We used to be tested for proper adjustment of a spark or arc transmitter.
That, too, is no longer needed.  (Eventually, you may not need to test for
parallel parking.)  Times change, technical processes of communication
change.  What we need is to train and test folks on proper operation of a
radio on ANY mode.  (Like listen before transmitting).
