With respect to using a relay, the answer is yes you
can use a relay.  The PNP transistor is simply a
substitute.  A relay cost several dollars a 2n2907
costs 50 cents.  

With resect to the emitter follower, this link is to
what I have always tought an NPN emitter follower is:

I don't see how grounding the base of this transistor
causes the transistor to conduct.
