[TenTec] Paragon Model 585 Alignment problem

I had to replace the 15.301Mhz crystal on the passband
tuning board.

Does anyone know the proper alignment procedure for
adjusting C22 for 15.301.6MHz and R18 for 15.300.0MHZ?
The manual doesn't describe the necessary steps. I'd
assume that the passband tuning control must be
centered and then the oscillator adjusted for
15.300.0MHz, the control would then be turned either
CW or CCW for 15.301.6 but the manual doesn't make
this clear. (Is USB or LSB used during alignment?) Or
is 15.301.6 the center reference???
I've tried various combos and nothing seems right.
I've got an accurate counter.

Any ideas?
