You are quite correct, however measuring field
strength is not a trivial thing.  One method you can
actualy use to measure when enough is enough is to
drive a ground rod at the base of the vertical, and as
you run your radials connect and disconnect the ground
rod and measure field strength.

What you will find is, if you don't have enough
radials, the field strength will drop when the ground
is connected.  When you finally have enough radials
there will be no (or little) difference between the
field strength with or with out ground rod.  

Like I said you can make it an afternoon or you can
make it a project
